Maxine Moore Carr was born on August 15, 1938 in St. Louis, Missouri, the fifth of 13 children of Velma Lee and Remus Carr. After winning more than 79% of the votes in the 1990 U.S. House of Representatives election, Maxine Waters was appointed as California’s 29th Congress District Representative.
