When she was two years old, her parents moved to Teaneck, New Jersey. Garland submitted an article to Seventeen in high school, and she landed a permanent job by becoming a guest editor.
At the age of 22, she became the youngest station manager in the country for WNJU TV Channel 47 in New York. In 1992, she formed a joint venture with HBO called Tropix to provide Latino content to cable TV.
