He studied at Old Vic School, London School of Music and Dramatic Arts and New York University. During the Israeli War of Independence, Golan served as a pilot in the Israeli Air Force.
He has over 200 production credits to his name. Golan is known for making comic book genre films such as Superman IV: The Quest for Peace, Master of the Universe and Captain America. He made films for Sylvester Stallone, Chuck Norris, Sean Connery, Jean-Claude Van Damme and Charles Bronson. He directed Operation Thunderbolt and made Eskimo Lemons. He worked with production company The Cannon Group, which was taken over by Golan and his cousin Yoram Globus, and later became the head of 21st Century Films. Golan was nominated three times for the BAFTA Award and the Razzies Award for Worst Picture. He received the Israel Film Academy Lifetime Achievement Award and the Israel Film Contribution Award.
