Zhao Xiaolan is an American politician and a Republican. She was the 18th U.S. Secretary of Transportation and the 24th U.S. Secretary of Labor. Lan Chao was born on March 26, 1953 in Taipei, Taiwan. Her parents are Ruth and James Chao. She is one of six children. Chao immigrated to the United States at the age of 8 in 1961. She attended Syosset High School in New York and then Mount Holyoke College in Massachusetts. She completed her MBA at Harvard Business School in 1979.

Before entering politics, Zhao Chao worked in the financial field for several years. From 1979 to 1983, she was a senior loan officer at Citibank. In 1983, she received a White House scholarship under the Reagan administration. From 1984 to 1986, she was Vice President of Syndication at BankAmerica Capital Markets Group. She has served as Chairman of the US Department of Transportation (1986-88) and Federal Maritime Commission (1988-89).
Chao was elected Deputy Secretary of Transportation by President George H.W. Bush in 1989. She held this position until 1991. She later served as Peace Corps Director (1991-92). Ms. Zhao served as President and Chief Executive Officer of United Way of America from 1992 to 1996. She joined the Heritage Foundation in 1996, followed by the Asian Studies Center Advisory Board in 1998.
In 2001, Xiaolan Chao was appointed by President George W. Bush as U.S. Secretary of Labor, becoming the first Asian-American to hold a Cabinet-level position. She held this position from January 2001 to January 2009. During her tenure, she worked to improve the competitiveness, safety and well-being of American workers. Chao Chao was nominated by President Donald Trump as Secretary of Transportation in November 2016. She was sworn in on January 31, 2017.
