Andrei Skoch, who earned his first billion at the age of forty, is one of the richest Russian billionaires today. He is considered the richest member of the Russian parliament. Born on January 30, 1966 in Nikolsky, near Moscow, in 1988 he received his Ph.D. from the Department of Lenin Psychology of Moscow State Pedagogical University.

After graduation, Skoch started working at MontazhSpetsBank in Moscow before joining billionaire Alisher Usmanov’s metallurgical business with Vasily Anisimov. In 1999, the three founded a Russian mining and metallurgical company called Metalloinvest Management Company LLC, specializing in the production of steel. As the largest stakeholder, Alisher Usmanov owns 50%, followed by Andrei Skoch (30%) and Vasily Anisimov (20%). Today, the company has two main divisions: the mining division (Lebedinsky GOK and Mikhailovsky GOK) and the steel division (Oskol Elektrometallurgical Plant (OEMK) and Ural Steel). In addition to his involvement in the metallurgical business, Andrei Skoch became a member of the lower house of the Russian parliament in 1999. In his spare time, he sponsors a literary competition for young writers called Debut and is erecting a monument to the fallen Russian soldiers at Port Lushun (Lvshun, China), the bloodiest of the Russo-Japanese War of 1904-1905 battle location.
